Michigan’s Casino and Gambling History

Michigan is now in a new frontier with online casino apps, but the state’s gambling roots go back to the early 1930s, when horse racing and pari-mutuel wagering was launched in the state.

Nonprofit organizations have been able to run licensed bingo games, millionaire parties, raffles and charity games since the early 1970s. Casino gaming didn’t arrive in Michigan until 1993 when the first tribal casino was opened by the Saginaw Chippewa Indian Tribe in Mount Pleasant. The Michigan gaming industry has come a long way from that.

Here’s an overview of key dates in the history of gambling expansion in Michigan.

• May 1972: Voters approved a constitutional amendment establishing the state lottery.
• Dec. 31, 1983: Fred Dakota of the Keweenaw Bay Indian Community opened “The Pines,” a small casino in a two-car Upper Peninsula garage in Zeba. Later that year, two other tribes opened casinos in northern Michigan.
• 1996: Michigan joined one of the first multi-state lottery games called “The Big Game,” which later became Mega Millions in 2002.
• November 1996: Michigan voters approved a proposal authorizing the launch of three licensed casinos in Detroit.
• 1997: The Michigan Gaming Control & Revenue Act was signed into law. The Greektown, MGM, and MotorCity casinos are each governed by the Michigan Gaming Control Board.
• Dec. 28, 2018: In one of his final acts as Michigan’s governor, Rick Snyder vetoed a series of bills that would’ve legalized online casinos and sports betting. It was back to the drawing board for lawmakers including Iden and other stakeholders, who went back to work in 2019 with hopes of getting the next governor to sign off.
• Dec. 20, 2019: Lawmakers legalized online gambling, sports betting, fantasy sports and online poker in Michigan. Existing tribal and commercial casinos were invited to apply for the first licenses once Gov. Gretchen Whitmer signed the Lawful Internet Gaming Act and the Lawful Sports Betting Act.
• March 2020: Detroit’s three commercial casinos opened the state’s first retail sportsbooks, just before the coronavirus pandemic temporarily closed down live gaming.
• Jan. 22, 2021: The first wave of online casinos (eight) and sports betting sites (10) arrived on launch day in Michigan.
• July 22, 2021: Live dealer games joined the fray as the Evolution Studio in Southfield gained approval from the MGCB. More than ten online casinos were soon offering a wide selection of table games featuring a real-life dealer.
• Sept. 6, 2022: TwinSpires online casino stopped taking bets, leaving the state with one open online casino license. SI Sportsbook took over the TwinSpires online sports betting license.
• Feb. 7, 2023: SI Casino launched in Michigan, filling the TwinSpires license. That gave Michigan 15 active online casinos.
• April 18, 2023: The MGCB announced that Michigan online casinos brought in $171.8 million in revenue in March of 2023, which was the most for any iGaming state at the time. Pennsylvania would announce its revenue numbers later in the day, however, and retake the top spot.
